Just an FYI, but Windows Server 2016 v1607 cannot be upgraded to v1709. Microsoft views v1709 as a new product. Additionally they are not releasing a Desktop Experience version of v1709, at least for now.

Windows Server 2016 is a release in the Long-Term Servicing Channel and Windows Server, version 1709 is in the Semi-Annual Channel. they have different support lifecycles (LTSC is 5 yrs of mainstream support + 5 of extended support and SAC is supported for 18 months). For that reason, we do not support in-place upgrade from Windows Server 2016 to version 1709.
